The MOE convened its first meeting on advancing local education legislation in Changsha, Hunan Province, on December 29, marking a step toward strengthening education governance at the subnational level.
The meeting was attended by Vice Minister of Education Wang Guangyan, and Chen Fei, Vice Chair of the Standing Committee of the Hunan Provincial People’s Congress. Representatives from the Legislative Affairs Commission of the National People’s Congress Standing Committee and the Ministry of Justice also took part.
The meeting emphasized that strengthening local education legislation is essential for translating national education priorities into effective local governance, addressing practical challenges in the education sector, and supporting China’s broader effort to build a high-quality education system. The meeting also highlighted the importance of closer coordination between legislation and reform, encouraging local education authorities to contribute high-quality legislative proposals and support effective implementation.
Officials from the Ministry of Justice provided policy guidance during the meeting. Education departments from ten regions, including Hunan, Tianjin, Shanghai, Zhejiang, Fujian, Shandong, Hainan, Chongqing, Suzhou, and Guangzhou, shared experiences and practical approaches. Representatives from education authorities across the country attended the meeting.
