The Ministry of Education (MOE) recently issued the National Measures for the Management of Preschool Student Records (Trial), as part of its efforts to implement China’s Educational Power Development Plan Outline (2024–2035), aiming to strengthen standardized management of preschool student records, better safeguard preschool children’s right to education, and regulate kindergarten operations.

The Measures consist of five chapters—General Provisions, Establishment of Student Records, Changes to Student Records, Assurance Measures, and Supplementary Provisions—with a total of 27 articles. Focusing on improved accuracy and standardization of preschool student record management, the Measures address four main areas:

First, they clarify the scope of preschool student record management, which is limited to the recording, verification, and processing of the enrollment, transfer, withdrawal, graduation, and transition into primary education of children aged three and above attending kindergarten or other preschool educational institutions.

Second, they specify that preschool student record management should be guided by national education authorities, coordinated at the provincial level, primarily administered at the county level, and implemented by kindergartens.

Third, they establish clear procedures for creating and updating preschool student records, requiring a unique, lifelong record for each child that follows the student across preschool educational institutions and into primary education.

Fourth, they stress that education authorities at all levels should strengthen capacity building for preschool student record management while enhancing data security and technical support.

In addition, the Measures state that information management for children aged 2 to 3 enrolled in kindergarten should be handled with reference to these provisions.
