The Action Plan for the Adjustment and Optimization of Academic Disciplines and Majors (2025–2027) was issued by the Leading Group on Education Matters (LGEM) under the CPC Central Committee.
According to the document, the LGEM is responsible for overall planning, and a working group will be set up by the Academic Degrees Committee of the State Council to deal with specific issues. Various mechanisms will be established to: 1) improve talent supply-and-demand matching; increase coherence between the lists of academic disciplines at the postgraduate, undergraduate, and vocational college levels; 2) identify different development patterns for basic, application-oriented, and strategic disciplines; 3) promote multidimensional evaluation systems that recognize the unique features of different disciplines; and 4) develop incentives such as favorable enrolment plans and ultra-long special treasury bonds to boost the optimization of academic disciplines.
The Action Plan stresses the importance of aligning program design with technological advancement and strategic national needs. It specifies actions to be launched for various purposes: creating urgently needed academic disciplines; focusing on emerging industries driven by frontier technologies; intensifying support for basic disciplines; boosting interdisciplinary integration; issuing warnings to and enforcing reform of majors with less demand, declining quality, or inadequate facilities; upgrading educational content to incorporate AI tools; supporting teacher capacity-building; and enhancing innovation-oriented talent cultivation platforms.
