MOE expands academia-industry collaboration with new guidelines on part-time faculty

The MOE has jointly introduced a new policy to strengthen academia-industry collaboration by encouraging working professionals from various industries to serve as part-time faculty in higher education institutions (HEIs). The Interim Measures for the Management of Industry Part-Time Faculty in HEIs, jointly issued by the MOE and seven other government agencies, marks China’s first dedicated policy aimed at integrating industry expertise into academic teaching and research.

The measures define industry part-time faculty as professionals from the business, technology, and industrial sectors who take on teaching and mentorship roles at universities. Candidates must meet specific criteria, including having a record of applied research, possessing practical industry experience, and holding leading positions in their respective fields. The policy prioritizes individuals with strong technical expertise, demonstrable industry impact, and experience in innovation-driven fields.

The policy welcomes part-time industry faculty to take on key responsibilities such as mentoring students, strengthening academia-industry partnerships, and enhancing hands-on learning opportunities. HEIs are required to establish clear hiring procedures, ensure effective integration of these faculty members, and provide organizational support. Meanwhile, businesses and institutions employing these professionals are encouraged to offer incentives and necessary resources to facilitate their participation in academia.

The policy is designed to bridge the gap between education and industry, helping students gain practical skills and real-world industry insights to become more employable and adaptable to the business world upon graduation. Additional measures, such as specialized admissions policies, enhanced academia-industry research collaboration, and increased funding for joint projects, will further promote the development of interdisciplinary and innovation-driven professionals, ultimately improving China’s higher education system and workforce competitiveness.
