The Ministry of Education (MOE) held a strategic consultation with the Fujian Provincial Government in Fuzhou on Oct. 22. Minister of Education Huai Jinpeng and Secretary of the Fujian Provincial Party Committee Zhou Zuyi attended the consultation and delivered speeches. The meeting was moderated by Fujian Governor Zhao Long.

Huai recalled President Xi’s call for Fujian to support innovative institutional reform to advance the integration of education, science and technology, and talent cultivation during his inspection visit to the province. Huai encouraged Fujian to enhance moral education by tapping into local resources and establishing a new pedagogical paradigm focusing on hands-on experience.

Huai also proposed major measures geared to different educational levels. First, he stressed the need to ensure balanced and quality development of basic education through anticipatory allocation of educational resources in line with demographic shifts. Second, he urged Fujian to bolster the integration of education and industry, facilitating deeper involvement of local enterprises in vocational training programs. Third, he emphasized the importance of higher education institutions developing effective technology transfer systems.

Provincial Party Secretary Zhou thanked the MOE for its long-term assistance. He pledged to make an overall plan to prioritize education’s role in supporting technological innovation and the cultivation of innovative talent. He also said that Fujian would work closely with the MOE to explore integrated development of education across the Taiwan Strait.

During the consultation meeting, Vice Minister of Education Wang Guangyan and Fujian’s Vice Governor Li Xinghu signed a strategic cooperation agreement.
