The MOE and Qinghai Province held a joint meeting on April 13 to discuss educational reforms and development plans in the province. Minister of Education Huai Jinpeng, Qinghai Provincial Party Secretary Chen Gang and Governor Wu Xiaojun, as well as other MOE and high-ranking Qinghai provincial officials attended the meeting.

Huai emphasized that the MOE has been closely collaborating with the Qinghai Provincial Government since 2010 to carry out Central Government support initiatives. Comprehensive and multi-level support, including policies, projects, funding, talent, technology, and best governance practices, has greatly propelled Qinghai’s social and economic development.

Huai expressed his willingness to enhance cooperation with the Qinghai Provincial Government to optimize the local educational structure and resource allocation. In this regard, he proposed to jointly implement the Central Government’s decisions on educational reforms. This includes prioritizing moral education to ensure that the educational system is safe, stable, and firmly oriented toward socialism. He emphasized the need for advancing comprehensive educational reforms to give education a bigger role in facilitating social and economic development. This includes supporting the development of specialties in ecology, energy, and high-altitude medicine, as well as promoting effective collaboration between higher education, vocational education, and basic education. The minister pledged to provide further assistance to Qinghai through pairing arrangements, e.g., by introducing more quality educational resources from more prosperous coastal provinces.

Chen expressed gratitude for the MOE’s support of Qinghai’s educational initiatives, particularly in digitalization, teacher development, and education in ethnic minority areas. He especially acknowledged the ministry’s “whole-package support” in terms of educational assistance and comprehensive reforms. Chen emphasized that Qinghai will continue to implement the Central Government’s programs on modernization and will address gaps in education, science and technology, and talent cultivation.

Wu discussed Qinghai’s educational development, including progress in the province’s digital campuses, establishment of the Qinghai University of Science and Technology, and the success of educational assistance programs. Wu emphasized that education is a priority of the province’s modernization efforts and called for further collaboration with the MOE to improve local education.
