CPPCC delegation on study tour to MOE

On May 18, a delegation with the CPPCC National Committee led by Gu Shengzu, current vice chairperson of the CPPCC National Committee and of the China Democratic National Construction Association Central Committee, visited the MOE to conduct a survey on “fully leveraging vocational education in rural revitalization”. They attended a seminar held with MOE officials, which was presided by Vice Minister of Education Sun Yao.

Following the introduction by Minister of Education Huai Jinpeng, Gu Shengzu applauded MOE’s contributions to realizing China’s development strategy. He stressed the importance of attracting talent in rural development and driving rural revitalization enabled by vocational education. Firstly, vocational education and training need to be provided at all levels, covering multiple sectors, to better adapt to the modernization of agriculture and rural areas ad train more new-generation professional farmers. Secondly, efforts are needed to expand the rural industrial chain, improve the rural value chain and increase school-enterprise collaboration, in order to promote industry-education integration, rural-urban integration, and the integration of agriculture, industry and services in rural areas. Thirdly, circumstance specific measures need to be taken to attract and retain startup talent, for instance offering tailored quality vocational training and creating favorable environments.

Huai Jinpeng introduced MOE’s progress in innovating engineering education and considerations in implementing the revised Vocational Education Law. He stated that MOE had made major achievements in reforming engineering education in recent years, including conducting series of key programs in carbon peaking and carbon neutrality, digital economy, and other fields, and accelerating talent cultivation in key fields to meet the needs of the national development strategy and socio-economic development. In terms of educational digitalization, the MOE launched a National Smart Education Platform for Higher Education to facilitate online education for HEIs. To properly implement the new Vocational Education Law, MOE will continue to advocate for and raise public awareness of vocational education.

At the seminar, the MOE officials reported on the results achieved, existing issues and future tasks in rural revitalization enabled by vocational education, and suggested the CPPCC National Committee to jointly implement relevant policies and create synergies, enhancing guidance for the integration and categorization of agriculture related vocational education resources and enabling vocational education to better serve rural revitalization.

Other participants of the seminar included officials and heads from the Ministry of Human Resources and Social Security, Beijing Changping Vocational School, Beijing Vocational College of Agriculture, Jiangsu Vocational College of Agriculture and Forestry, Xianning Vocational Technical College, Guangdong Polytechnic of Science and Trade, Yunnan Industry & Trade Vocational College, Beijing Academy of Educational Sciences, and the Office of Agriculture of the Standing Committee of Beijing Municipal People’s Congress.
