MOE launches second cycle of one-on-one aid campaign supporting Hubei HEI graduate start-ups and employment

As part of its efforts to alleviate the effects of the COVID-19 outbreak and provide new graduates from HEIs in Hubei province with practical assistance in job-seeking or establishing start-ups, on April 8 the MOE launched a first cycle of one-on-one assistance campaign pairing the first 48 HEIs in Hubei with other HEIs across the country. Since the launch of this campaign, the first 48 HEI pairs have held nearly 800 online employment work conferences and 223 remote recruitment and interview events, covering over 500,000 openings and attracting over 50,000 employers, while a total of 75,000 CVs were submitted by graduates from the participating HEIs in Hubei, among whom over 4,000 successfully found a job.

To further promote the campaign and expand its coverage to all 120 or so HEIs in Hubei, the MOE has issued a circular announcing the launch of a second cycle of one-on-one assistance campaign. Again, giving full consideration to the types of universities and colleges, their graduate employment statistics and the needs of aid recipients, another 76 HEI pairs were set up for the second cycle. Among the HEIs offering assistance, 15 are directly affiliated with state-level ministries and commissions (including 11 MOE-affiliated ones), 15 are affiliated with provincial-level government organs, 32 are demonstrative or leading tertiary vocational institutions and 14 are regular higher vocational schools (including 7 with core specialties). The HEIs receiving assistance in Hubei include 29 universities and colleges that are affiliated with provincial-level government organs, 5 demonstrative or leading tertiary vocational institutions, 41 regular higher vocational schools and one adult education school (which offers non-university tertiary education programs). The second cycle of the campaign will last from May to September, although this may be adjusted depending on progress in epidemic control.

The HEI pairs will, on the basis of adequate consultation, work together to identify their work objectives and specific aid measures. They will also build cooperative mechanisms in sharing recruitment information, opening up more employment channels, providing employment guidance and support, sharing quality educational resources, co-organizing start-up training and services, and enhancing graduate employment management, with a view to promoting employment for the 2020 graduates from Hubei’s HEIs. Educational authorities in relevant provinces will provide more targeted guidance and policy measures in support of the aid campaign.

Following preliminary exchanges, the 76 new HEI pairs are preparing aid agreements through consultation. The MOE will conduct regular inspections of the implementation outcomes, gather best practices and experiences learnt in the process, and disseminate and promote effective models and promising programs.
