Premier Li Keqiang, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, chaired a meeting of the CPC Central Committee leading group on novel coronavirus prevention and control on Jan 29, making further arrangements for prevention and control work. Premier Li is head of the group.
Wang Huning, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy head of the group, also attended the meeting.
As mentioned at the meeting, novel coronavirus prevention is progressing in full swing, with improvements constantly being made. Against this backdrop, the epidemic is still in a situation of proliferation, and is even getting graver in certain regions.
Party committees and governments at all levels should implement related policies in a targeted manner, and try their best to curb the contagion to wipe out the epidemic and safeguard people’s lives and health.
It was stressed at the meeting that prevention should be systematic and targeted. Sound coordination and medical resource distribution is a must in Wuhan and Hubei, in order to ensure effective treatment and minimized mortality. And medical reinforcement is needed in the regions plagued by severe epidemic situations surrounding Wuhan.
Targeted policy implementation should be conducted to curb epidemic proliferation nationwide. An effective synergic inter-provincial prevention and management mechanism should be established.
Dispersed clinical reception and centralized treatment should be strengthened across the country, with grave cases centralized in comprehensive hospitals or attended to by visiting severe disease experts.
Vaccinations should materialize in a prompt manner, and medicine, once proved efficacious in clinical research, should be approved for extensive use in medical treatment. The grid-based prevention system should be further cemented in urban communities and rural areas.
As put forward in the meeting, medical supplies for epidemic prevention work should be guaranteed, with distribution and application range of major supplies optimized.
Production of medical protective garments, masks, goggles, negative pressure isolation ambulances and related pharmaceutical products should restart, and supportive polices in taxation and finance should come out with immediate effect.
Logistics companies should be guided in effective delivery and donations will be unified, accepted and distributed, the group said.
At the same time, more measures will be implemented to guarantee the supply of daily necessities and vegetables for main regions in the campaign. Price manipulation, it was emphasized, will not be tolerated.
According to the group, epidemic prevention during the return travel rush after the Spring Festival holidays should be well-planned.
Staff from deeply affected regions and those whose positions are not so urgent for company operation could postpone return dates, and people prone to afflictions should be allowed to stay home for observation or work.
Ventilation, disinfection and temperature measurement should be well-implemented for transportation vehicles, stations, and ports.
As approved by the State Council, Hubei and other provinces and cities in a hard fight against the virus could postpone the start of school and work after the holiday. Measures should be taken to properly resolve return trips of overseas travelers, it said.
Under the supervision of the leading group, the State Council novel coronavirus prevention and control mechanism should improve the daily meeting system and study the proliferation trend of the virus.
In addition, it should establish a unified material distribution system, solve urgent problems, coordinate medical staff, materials and daily necessities and raise imports of related materials as needed.
