Digital education standards unveiled at WDEC

p>At the closing ceremony of the 2025 World Digital Education Conference in Wuhan, the World Digital Education Alliance released a set of landmark standards designed to guide the global development of digital education. These outcomes represent a significant step toward greater international coordination and innovation in educational technology.

 

Among the most important outcomes is the Initiative on Building an International Framework for Digital Education Standards, launched by the Alliance Secretariat. This initiative calls on member institutions to join forces in establishing an “open, inclusive, and sustainable” digital education standards system. It aims to guide the responsible application of digital technologies, encourage resource sharing, and promote collaborative innovation across regions—ultimately advancing global goals of equitable and high-quality education. The initiative also encourages members to develop localized implementation strategies aligned with this global framework.

Equally significant is the release of the Alliance’s first official standard: the General Reference Framework for Educational Foundation Models. This document addresses the rapid growth and application of large-scale AI models tailored to education. The framework introduces a comprehensive five-layer architecture—comprising the infrastructure, data, model, interface, and application layers—that supports the full life cycle of educational foundation models. Each layer provides essential scaffolding for the next, forming an integrated ecosystem for responsible model development and deployment.

Crucially, the framework embeds safety, ethics, privacy, and governance throughout each stage of development and use. These safeguards are not just recommended but foundational, ensuring that educational AI evolves responsibly and equitably.
