National key laboratories should explore research frontiers and focus on national strategies and regional development. An innovative and well-organized academic research mechanism should be established to find new synergies among different academic disciplines and facilitate integration of basic application, cutting-edge technology and industrial innovations. Key research projects should be more problem-oriented, meeting the country’s needs and helping to solve difficult problems facing regional development. Key research outcomes should be converted into practical applications more rapidly in order to promote synergy between science and economy.
