HUAI Jinpeng, Han ethnicity, was born in December 1962. He has a postgraduate education and holds the degree of Doctor of Engineering, Academician of Chinese Academy of Sciences (CAS), Communist Party of China (CPC) member.

He is currently member of the 20^th CPC Central Committee, member of the Leading Group for Education of the CPC Central Committee and head of its Secretariat, Secretary of the CPC Leading Group of the Ministry of Education, and Minister of Education.
