Zhu Yongxin, Member of the CPPCC National Committee and Vice Chairman of the Central Committee of the China Association for Promoting Democracy (CAPD), stated in his proposal tabled during the “Two Sessions” that education is the cornerstone of rural revitalization.

Zhu added in an interview that rural education faced a broad range of problems that hinder implementation of the rural rejuvenation strategy, e.g. there was a lack of research in the nature and characteristics of rural education; a significant brain drain in the rural teacher workforce; and the mismatch between the technical training system and the needs of rural development.

To solve these problems, Zhu proposed an action plan including: establishment of a rural education system that offers flexible and small-scale education tailored to local geographical and social conditions; introduction of effective talent retention measures and a shift in attitudes that still believe that success hinges on leaving agriculture and rural areas; and development of agriculture-oriented secondary vocational education to equip the local labor force with the appropriate skills to generate robust agricultural growth.
