NDRC: Steadfastly pushing forward administrative reform to facilitate educational modernization

The National Education Conference charted a new roadmap for educational reform and development in the new era. In line with the guidelines laid out at the Conference and to accelerate the modernization of education, the National Development and Reform Commission (NDRC) will implement the following measures:

(i) Upholding Party leadership, fostering virtue through education, and pressing ahead with educational reforms under the guidance of XI Jinping Thought on Socialism with Chinese Characteristics in a New Era;

(ii) Prioritizing education when formulating the overall plan for economic and social development as well as specific plans for regional and industrial development and new urbanization;

(iii) Improving the distribution of educational resources that reflect major national strategies such as the “One Belt, One Road” initiative, Beijing-Tianjin-Hebei coordinated development, the development of Yangtze River Economic Belt, rural rejuvenation and military-civilian integration;

(iv) Furthering educational reform in a systematic way and in coordination with economic reform, with a view to strengthening the cultivation of talents -- the most important resource for the country’s economic growth;

(v) Catalyzing institutional reform in the field of education, including the removal of structural barriers blocking the access of private institutions to the education sector, and streamlining procedures and improving services such as student enrollment and management of investment projects;

(vi) Optimizing the investment structure within the central government budget to increase the scale and share of investment in education;

(vii)Providing targeted support to the education sector while considering regional differences and differences between compulsory and non-compulsory education; and

(viii) Integrating education into the development of high-quality modern economic systems.
